a statement of policy issued by an agency to implement a statute and which has the force of law. Rules and regulations represent the legislative power of agencies.

rules that have the force of law and carry out the intent of the statute, the most familiar of which are formal and informal

rulemaking done with the notice and comment procedure

the government publication that publishes all proposed and final rules of the federal agencies

the compilation of all the rules and regulations issued by federal agencies. It is updated each year and divided into 50 titles.

when an agency uses a hearing on the record to establish a rule

when an agency issues a statement of clarifiaction to advise the pulvic on the agency's interpretation of the statutes and rules it administers. these rules, such as interpretive rules and policy statements, are advisory only and do not have the force of law
