all government powers not vested in the U.S. government or in another branch of NJ government and not prohibited by either state nor U.S. Constitution

-NJ laws
-Senate and GA rules
-Customs and traditions of the two House

-propose and adopt measures for enactment into law
-conduct studies and investigations as necessary in the lawmaking process
-appropriate money
-propose amendments to NJ Constitution
-through the Senate, advice and consent on gubernatorial nominations
-appoint State Auditor in a joint session
-impeachment proceedings in the GA
-try all impeachments in the Senate
-act on proposed amendments to U.S. constitution

A constitutional amendment was passed, giving the state legislature the ability to oversee rules and regulations promulgated (put into effect) by executive agencies

a.k.a. legislators get the legislative veto

Leg veto only applies to those rules and regulations promulgated by statute and NOT those adopted by executive order, court orders, or federal regulations

1. Legislative Review
Leg reviews a rule or regulation to determine its consistency with legislative intent.

2. Concurrent Resolution of Legislative Findings
If inconsistent, leg adopts concurrent resolution stating its findings and sends to Governor and executive agency in question.

3. Time for Executive Action
Legislature waits 30 days for exec agency to withdraw or amend rule/regulation.

4. Public Hearing
If exec agency doesn't comply, either House may hold a public hearing. Transcript from hearing must be given to members of both Houses.

5. Concurrent Resolution to Invalidate
Leg adopts concurrent resolution to invalidate or prohibit rule/regulation at least 20 calendar days after public hearing transcripts are distributed.
